blogger help

I've not been on here for a long while and things have changed. I can't work out how to do several things. My background doesn't show when viewed on mobile or tablet. Why is that? If someone wants to comment they can't and I haven't changed any settings. I was unable to edit my profile information about me but I could delete it so I did. Can anyone help?
